I've just returned from Norway, where I was fascinated by the Dreambox - a local DVR service that offers UK digital channels as well as local ones (I'm not totally suer, but it was intimated to me that the UK channels were not exactly. Retransmitting TV signals over IP is very, very easy to do - you need a TV card and a copy of Windows Media Encoder (of course, a serious CDN also helps). Companies like Jump TV have built a business on making content available to out of market viewers, especially those from Latin America and Eastern Europe.
The concern currently is over the piracy of individual (and often short) clips of mainstream programmes, expect the issue in the near future to be the pirating of entire channels.
