In reality FIFA are the most powerful football federation (worlds most popular participation sport on any sensible measure) worldwide and while UK politicians and media groups may feel that the recent decisions re; the next World Cups are bizarre there is nothing they can do other than whinge like stroppy school children.
Money talks in football, as it does in most areas, and this round of decisions looks to have been encouraged in the right direction by some very wealthy and powerful groups. There is nobody "guarding" FIFA's decisions - and nor is there likely to be any time soon.
FIFA will be running their particular show for a long time so if England does want to host a world cup in the future they should start mending some broken relationships. Britain's position, rooted in the past, as the "home of football" is not really relevant any more, just an interesting historical footnote.
