Cost split between rights holders and ISPs on illegal file sharing

In respect of the Digital Economy Act 2010 legislation was put before Parliament yesterday proposing a 75/25 split on the costs involved - with rights holders bearing 75% of the costs.

Ed Vaizey, the government’s communications minister, is responsible for bringing the Act into force. He said: “We are introducing a system of mass notification to warn people about the unlawfulness of copyright infringement, explain the harm it does and point them toward legitimate content.”

This is expected to start to impact early next year once legislative hurdles have been crossed and the judicial review brought by BT and Talk Talk has been resolved.
